Wayne Vroman
Unemployment Insurance Distinguished Honoree - The Academy at 25: Celebrating Milestones and Envisioning the Future of Social Insurance
Wayne Vroman is an economist and senior fellow in the Center on Labor, Human Services and Population at the Urban Institute. He has conducted wide-ranging research on unemployment compensation and insurance programs. Committed to assisting with the development of unemployment insurance systems, Vroman has provided significant technical assistance on funding to states and also to foreign countries.
Rich Hobbie, Executive Director of the National Association of State Workforce Agencies, and until recently the Academy’s Treasurer and Board member, said of Vroman’s contributions, “Wayne is a sought-after speaker and advisor by my members who lead their states in responding to the need of workers and employers. Through years of changing economic conditions, Vroman has served as a key proponent for strategies and programs working to sustain and strengthen unemployment insurance programs. His research focuses extensively on the effects of unemployment compensation on state and worldwide levels. In addition, Vroman has dedicated substantial time to researching and analyzing policy recommendations about reform of compensation mechanisms as appropriate tools to stabilize employment. He emphasizes the importance of reviewing data that examines the impacts of reforms that shape the current economic situation and global response to the recession.
Before his time at the Urban Institute, Vroman held positions in the Economics Departments at Oberlin College and the University of Maryland. He has also had a visiting appointment at the University of California at Berkeley. Since 1992, Vroman has participated in several projects concerned with social protections in Eastern Europe and parts of the former Soviet Union.
Author of many books and articles about social insurance, Vroman maintains a strong focus on unemployment insurance, funding and financing, trust fund adequacy, and employment termination benefits. In 2005, along with Vera Brusentsev, Vroman published a book titled “Unemployment Compensation Throughout the World: A Comparative Analysis.”
Vroman has extensive experience and widespread reputation in the field of unemployment insurance. As a widely respected researcher and economist, he serves on the Advisory Board of The Journal on Unemployment Insurance of the Social Insurance Research Network. Vroman is also one of the founding members of the National Academy of Social Insurance. He received his Ph.D. in economics from the University of Michigan.
