Overview: The standard employment relationship has been eroding for decades, a process which has been accelerated by the emergence of apps that facilitate contingent work for multiple clients or employers. While the traditional structure of social insurance programs works well for a majority of the workforce, reforms are needed to broaden coverage for the growing ranks of workers in nonstandard employment relationships.

Among the issues the conference will address are:

  • How do current workforce trends map with the existing social insurance infrastructure?
  • Which populations are put at risk by nonstandard employment?
  • How do the risks and policy challenges differ across domains such as retirement security, health insurance, unemployment insurance, injury at work, and paid leave? 
  • How can coverage be broadened without creating structures that inordinately incentivize misclassification or overburden workers or employers?
  • How can risk be pooled where no standard employment relationship exists?
  • Could contingent workers be integrated into existing social insurance programs, or are alternative solutions, such as Universal Basic Income, required?
