Many of the recipients of these "rebates" don't need them and won't spend them in the short run, including those whose employment and/or income hasn't been disrupted at all. I would have preferred to see more money going to the actually unemployed or otherwise distressed. Since this is a reaction to a natural disaster, it doesn't really fit the social insurance model (other than unemployment, which it tops up but perhaps not enough). In a society most notable for unprecedented income and wealth inequality, economic "fixes" of this kind need to be cognizant of the need to reduce, not exacerbate, that inequality.
