The Medicare program has been running an annual deficit since 2008, so how much trouble is the program really in? Why are program revenues and expenditures out of balance? How big is the shortfall and how much will it take to close the long-term funding gap? What are beneficiaries already paying, what is being proposed to increase their costs, and what is realistic, given current and projected future retiree incomes?

Transformational changes are underway in Medicare and in private health coverage. How can these changes improve the experience for Medicare beneficiaries and health consumers overall? Are we getting to what consumers want: lower costs, a genuine partnership with providers, including easy, 24 hours a day communications, a genuine emphasis on health instead of just healthcare, and easy to understand, actionable information that is readily available, e.g., on handheld devices?
