The Academy's 30th Annual Policy Research Conference

The Academy hosted its 30th Annual Policy Conference at the National Press Club in Washington, D.C. on Janaury 29 and 30, 2018. The focus of this conference was to explore ways of designing risk protections for a changing workforce.

Overview: The standard employment relationship has been eroding for decades, a process which has accelerated in recent years, due in part to the emergence of apps that facilitate contingent work for multiple clients. While the traditional structure of social insurance programs works well for a majority of the workforce, critical thinking is needed to broaden coverage for the growing ranks of workers in nonstandard employment relationships.

The questions examined at the conference included:

  • How do current workforce trends interact with the existing social insurance infrastructure?
  • Which populations are put at risk by nonstandard employment?
  • How do the risks and policy challenges differ across domains such as retirement security, health insurance, unemployment insurance, injury at work, and paid leave?
  • How can coverage be broadened without creating structures that inordinately incentivize misclassification or overburden workers or employers?
  • How can risks be pooled where no standard employment relationships exist?
