Carolyn W. Colvin is the Acting Commissioner of Social Security and Trustee to the Social Security Board of Trustees. Prior to these roles, she was President Obama’s nominee to serve as the Deputy Commissioner, confirmed by the United States Senate in December 2010.
Colvin was a keynote speaker at NASI’s 26th Annual Policy Research Conference, Strengthening the Web of Financial and Retirement Security for Today’s Working Americans on January 29-30, 2014 in Washington, DC.
Throughout her career, Colvin has advanced initiatives that assist people with their healthcare and financial needs. She has held a number of key executive positions at the Social Security Headquarters, including Deputy Commissioner for Policy and External Affairs (1994–1996), Deputy Commissioner for Programs and Policy (1996–1998), and Deputy Commissioner for Operations (1998–2001).
“Carolyn Colvin’s impressive career has been dedicated to serving the American people,” said Nancy Altman, a founding NASI member and current member of NASI’s Board of Directors. “Her extremely important initiatives to correct the many misperceptions about the Disability Insurance program, which serves some of the most vulnerable of our fellow citizens, is an excellent example of her dedication and service. She is a strong, creative, and effective manager and leader.”
Colvin has extensive public sector experience, having served as the Director of Human Services for the District of Columbia (2001-2003); the Director of the Montgomery County Department of Health and Human Services (2003-2007); the Chief Executive Officer of AMERIGROUP Community Care of the District of Columbia (2007–2008); and the Special Assistant to the Secretary of Maryland’s Department of Transportation (2009-2011). Colvin also served as the Secretary of Maryland’s Department of Human Resources, (1989-1994) the state’s human services agency.
Colvin has been recognized on numerous occasions for her achievements. She was named one of Maryland’s Top 100 Women by the Daily Record (2005) and a recipient of the Women of Achievement Award from Suburban Maryland Business and Professional Women (2005). She has served on a variety of boards and commissions, including the National Committee to Preserve Social Security and Medicare.
A graduate of Morgan State University, Colvin earned both her graduate and undergraduate degrees in business administration. Additionally, she completed the Senior Executives in State and Local Government Program at Harvard University, the Maryland Leadership Program, and the Greater Baltimore Leadership Program. Colvin hails from Maryland and currently resides in Anne Arundel County. In her free time, she enjoys traveling and has visited approximately 30 states and nine countries. She is an avid reader and enjoys spending time with her family and friends. She has one son and is the proud grandmother to six grandchildren. Colvin has been a NASI member since November 1999.
