Chair of the Academy's Development Committee

Patricia M. Owens has been a member of the National Academy of Social Insurance since 1993. She currently serves on the Board of Directors and recently accepted the position of Chair to the Development Committee.

Health and disability policy and its application have always been of interest to Ms. Owens. She currently serves on the Board of Directors of Village Care of New York, which operates nursing homes for the elderly and persons with AIDS. This is a highly innovative community-based organization that tries to evolve with changing needs. Several other Academy members are also on the Board.

According to Owens, “Social Insurance is part of the fabric of this country but unfortunately the public understanding of its role is limited. I am increasingly aware that Academy with its outstanding staff and membership is the best source of bi-partisan, objective analysis of efforts to revise and reform existing social insurance programs and develop new ones.”

Owens is consults internationally on disability policy in both public and private sectors. Previously, she was Senior Disability Advisor and Vice President at UNUM Life Insurance Company. Before that, she was Vice President of Group and Individual Underwriting at The Paul Revere Insurance Group. From 1982–1986, Owens served as Associate U.S. Commissioner for Disability at the Social Security Administration. While at SSA, she received the Health and Human Services Distinguished Leadership Award, and a Social Security Commissioner's Public Service Citation.

She was a Switzer Fellow and Author of the National Rehabilitation Association and was a member of the Notch Commission. She served on the National Academy of Social Insurance Disability Policy Panel. Owens has written a number of reports and monographs on disability related issues and legislation. “The Academy is truly fortunate to have someone of Pat's vision, knowledge and energy take on the job of Chair of its Development Committee. If even a little of Pat's own generous spirit rubs off on potential donors, the benefits to the Academy's fiscal well being will be enormous,” said NASI President Jerry Mashaw.

“In a world of intense competition for contributions, it is critical to articulate and convey the value of NASI to a receptive group of donors to assure the important work of NASI can continue. This is the role of all members under the leadership of The Development Committee and NASI staff. This is a major challenge for us all,” said Owens.
