Sheila P. Burke is the Smithsonian’s Deputy Secretary and Chief Operating Officer. Together with Judy Feder, she is co-chair of the Long-Term Care study panel of the National Academy of Social Insurance, of which she is a founding member. She was also Chair of the study panel on “Improving Medicare’s Governance and Management”.

To that foundation, she has added encyclopedic knowledge of Medicare and Medicaid, gained through many years of service on Capitol Hill, not to mention numerous commissions and study panels. Finally, Sheila has well-honed instincts about what is ‘doable,’ both politically and within health-care organizations.”
When she joined the Smithsonian in 2000, Burke was Under Secretary for American Museums and National Programs. Prior to that, Burke was executive dean and lecturer in public policy at the John F. Kennedy School of Government at Harvard University in Cambridge, MA. In her new role as Deputy Secretary, Burke oversees the financial office, facilities and engineering, and information technology as well as the museums and organizations that reported to her as Under Secretary.
She served as the chief of staff to former Senate Majority Leader Bob Dole from 1986 to 1996 and was elected to serve as secretary of the Senate in 1995. Burke served as deputy chief of staff to the Senate Majority Leader from 1985 to 1986, as deputy staff director of the Senate Committee on Finance from 1982 to 1985, and as a professional staff member of the committee from 1979 to 1982.
Burke is an adjunct faculty member of Georgetown University Public Policy Institute. She serves as an adjunct lecturer at the John F. Kennedy School of Government at Harvard University, and is a fellow of the school’s Malcolm Wiener Center for Social Policy. From 1980 to 1981, Burke was a research assistant at the Center for Health Policy and Management (now the Malcolm Wiener Center for Social Policy) at Harvard’s Kennedy School of Government.
Burke currently serves as a member of the board of trustees of the University of San Francisco. She is a member of the Medicare Payment Advisory Commission (MedPAC); a member of the Institute of Medicine (IOM); a member of the board of the Kaiser Family Foundation, Palo Alto, California; the Kaiser Commission on the Future of Medicaid and Uninsured, in Washington, D.C.; a member of the board of AcademyHealth; and the board of trustees of the American Board of Internal Medicine Foundation. She also serves on a number of corporate boards, including the Chubb Corporation, and WellPoint Health Networks.
