As Co-Chair of NASI’s 22nd Annual Policy Conference, Beyond the Bad Economy: Jobs, Retirement, Health and Social Insurance, Harriet Komisar enriches the conference agenda with her expertise in health policy and long-term care. Komisar, a health economist with more than fifteen years of experience researching topics related to long-term care financing and health policy, is a senior research analyst in the Long-Term Supports and Services (LTSS) unit of The Hilltop Institute.
Prior to joining The Hilltop Institute, Komisar was a research professor in the Health Policy Institute at Georgetown University. While at Georgetown, her research focused on assessing people’s needs for long-term care and on evaluating policy options for long-term care financing. Komisar previously served as a principal analyst at the U.S. Congressional Budget Office, where she worked on issues related to Medicare’s payment policies.

Komisar has written numerous publications including two co-authored articles in Inquiry, “Long-Term Care over an Uncertain Future: What Can Current Retirees Expect?” and “Unmet Long-Term Care Needs: An Analysis of Medicare-Medicaid Dual Eligibles.” A member of the Academy since 2000, Komisar received her Ph.D. in economics from Cornell University and a B.A. from Yale University.
When she is not managing research and policy analysis, Harriet enjoys wildlife, books, vegetarian cooking, and fun with family.
